The neutron beamtime at the high flux pulsed IBR-2 reactor is splitted between internal users and general science community (GSC) in the ratio 35 % (internal proposals) : 55 % (external regular proposals) : 10 % (external fast proposals). The access to experiments on IBR-2 spectrometers for all users is permitted only on application basis. There are two kinds of applications, regular applications and fast access applications. For the first category there is a deadline for submitting and a review process for time allowance. For the second category there is no deadline for submitting, the person responsible for the user’s programme execution, but only as rare exceptions, grants the permission for experiment.

The proposals are evaluated by Selection Committee and beamtime for experiments is granted upon scientific merit of the proposal.
